Professor S. Pashkin graduated from the Moscow Institute of Physics and Technology. He was responsible for solving the problem of recycling radioactive organic liquid waste in the past and successfully researched the processing technology, Waste Recycling Plant (WRP), which can reduce the dry radioactive residue by 96% (100%4%).

In 2006, Russia began to apply this technology to recycle organic waste, which can quickly convert organic waste into organic fertilizer, feed, methane, technical water, etc., through physical-chemical methods to heat, compress, gasify and pyrolyze the organic matters for achieving the purpose of rapid processing.

In recent years, Russia has actively attempted to cooperate with Taiwan, commercialize this technology, and then market this key technology to the world.
